TERM OF REFRENCE FOR IEC EXPERT FOR IMPLEMENTING
Minimum Qualification Post-Graduation in Social Sciences /Management/ Communication/ Journalism with experience in IEC/Capacity building initiatives in National/State level programmes. Age Minimum 35 years. Experience Minimum 5 years of experience in social development/mobilization sector after attaining minimum educational qualification. Extensive knowledge of Community Led Total Sanitation methodology is must. Must possess android based smart phone and laptop with good data connection.
Preferable: At least 5 years of experience in facilitation for planning, implementation and monitoring of sustainable sanitation, preferably with community based approaches, Experience in decentralized governance, capacity building of multiple stakeholder groups, including PRIs for facilitating planning, implementation of Sanitation related activities. Excellent understanding of national/ state programmes policies and operating environment for implementation of national flagship programmes SBM (G) Knowledge and skills Excellent oral and written communication skills. An ability to multitask and perform under tight deadlines
Working Knowledge of MS office including MS Word, MS Excel and MS PowerPoint. Knowledge of English and Punjabi is essential, working knowledge of Hindi would be an added advantage.
IEC expert will take the lead in IEC Campaign for Swachh Bharat Mission (Gramin) for awareness of rural citizens. He/she will support the Director Sanitation in conducting the statewide Information and Education Communication (IEC) Campaign to publicize the campaigns under ODF Q&S, ODF Plus, GOBAR-Dhan, SLWM, and with contextually customized outreach messages for all communities, especially the excluded social groups. Undertake a detailed information requirement analysis (including the needs of excluded groups/underserved areas) and develop a realistic state-wide and grassroots Information, Education & Communication (IEC) plan and roll out the same with approval of the HOD DWSS. Organizing & managing the development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery, including facilitating behavior change, where necessary. Help Districts to prepare District level/ Village level Plans for ODF Q&S, ODF Plus, GOBAR-Dhan, SLWM& review them. To assist monitoring and evaluation activities on the basis of applied communication research and frequent visits to districts. Ensure consistency in standard of social/ IEC/ capacity building strategy related activities. To ensure inclusion, equity participation, transparency, gender main streaming issues are implemented in true spirit of the project for better service delivery to the community. Assist department in developing IEC material on Programme Communication for all components under SBM (G). Developing quality IEC messages for dissemination at grass root levels. Develop state BCC/ IEC/ Communication strategy & plans, and annual calendar of activities to ensure that Planning and Budgeting exercise for IEC/BCC activities has been done for all districts. Carrying IEC/BCC activities in ODF sustainability as well as ODF plus phase to continue focus on issues such as cleaning and maintenance of toilets, emptying of toilet pits by the household, continuation of usage, developing Gram Panchayat mechanisms to ensure sustainability, ensuring water for sanitation, SLWM activities etc. Social media engagement: Active usage of platforms like Facebook, Twitter, Instagram, you tube and WhatsApp for spreading the messages. Production of effective communication documents which will speak the outcome, achievement and impact of the project activities relating to enhanced assets creation, income generation and thereby improvement of quality of life of the project beneficiaries. Documentation of success stories, conversion of success stories to case studies and make all arrangement for dissemination of such information to all the stakeholders with due approval from the HOD DWSS. Support conjoint programs with other departments to support ODF Plus etc. Attending various capacity building Programs/ Events/ Workshops carried out by State and Central Government. Extensive travelling across the State required especially in the border districts of Punjab like Ferozpur, Fazilka, Gurdaspur, Pathankot, Amritsar &Tarntaran, etc. Any other tasks as may be assigned by Head of Department.
